The Starling design is owned Glendowie Boating Club, PO Box 25-093, St Heliers, Auckland 1740. A committee within the club administers boat registration and class measuring. Plans are available from the class Registrar for a fee of $140. This fee includes the cost of boat measuring. Change of ownership can be registered and a replacement certificate issued for a fee of $20.

The Starling Class Association (SCA) manages the racing and event management side of the class. Membership is $30 per year and is a prerequisite for entry into the national championships.
